We find a steel pipe of suitable diameter (if necessary, we fit it to the size) and weld to it three lower stops from pipes of a smaller section. On the front stops - two round plates (plugs) must be welded to the ends of the pipes, and then fastenings for the wheels. At the next stage, we put on and fix the wheels.
To ensure the stability of the entire structure, the central pipe (rack) must be filled up with sand to the top, and on top we weld the platform for a vice.
